JOB SUMMARY:


The purpose of this position is to perform advanced professional work in the development, implementation, and management of CCWA’s operating and capital budgets. This role leads the preparation, monitoring, and analysis of the Authority’s annual operating and capital budgets, providing strategic financial insights that support leadership in effective decision‑making. This position is responsible for conducting complex financial analyses, forecasting, evaluating policies, and coordinating budget activities across departments to ensure alignment with organizational goals.


ESSENTIAL JOB FUNCTIONS:
•In conjunction with the Budget Manager, leads the preparation and administration of the annual operating and capital improvement budgets.
•Provides comprehensive financial, statistical, and policy analysis to support Finance department leadership in decision‑making.
•Partners with assigned departments, programs, and funds to develop annual budget submissions; participates in the review, analysis, and formulation of budget recommendations, appropriations, and allocations.
•Presents budget recommendations and analytical findings to the Budget Manager, Chief Financial Officer, and department directors.
•Performs technical and financial analyses to assess current and projected fiscal performance.
•Serves as the primary point of contact and subject matter resource for team members, providing guidance, direction, and support on assigned functions and processes.
•Monitors and analyzes departmental budgets, fund balances, and performance metrics to ensure fiscal sustainability.
•Reviews and evaluates budget proposals for accuracy, alignment with strategic goals, and compliance with legal mandates.
•Assists in the development, implementation, and continuous improvement of internal budget policies, procedures, workflows, and systems.
•Conducts special studies, financial modeling, and operational reviews; recommends strategies to enhance efficiency, reduce costs, and optimize resource utilization.


MINIMUM REQUIREMENTS TO PERFORM WORK:
•Bachelor’s Degree in Accounting or Finance or a related field; four (4) years of related work experience in accounting, accounts payable, and budget preparation and monitoring; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
•Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position.


Required Licenses/Certifications:
•Possession and maintenance of the following certifications/licenses are preferred: American Institute of Certified Public Accountants Certification; Carl Vinson Institute of Government Local Finance Officer Certification; Certified Public Finance Officers Program Certification; and Government Finance Officers Association Certification.


PHYSICAL DEMANDS:
•This position classifies the physical exertion requirements as light work involving lifting no more than 10 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. Even though the weight lifted may be very little, a job is in this category when it requires a good deal of walking or standing, or when it involves sitting most of the time with some pushing and pulling of arm or leg controls. To be considered capable of performing a full or wide range of light work, one must have the ability to do substantially all of these activities. If someone can do light work, then he or she can also do sedentary work, unless there are additional limiting factors such as loss of fine dexterity or inability to sit for long periods of time.
•Tasks may involve some pushing and/or pulling of objects and materials of light weight; tasks may also involve extended periods of time at a keyboard or work station. Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
